Q�►s��W� <br /> nue <br /> New York,277 Park NY 10172 3JIl�a3SN3W �M�nN' <br /> Ill'1tl3N ,tl i <br /> REVIEW OF MONITORING REPORTS, CONTIGROUP COMPANIES,INC., FRENCH <br /> CAMP, SAN JOAQUIN COUNTY <br /> We have reviewed the 15 April 2003 First Quarter 2003 Groundwater Monitoring Report(First QMR) <br /> and the 16 June 2003 Second Quarter 2003 Groundwater Monitoring Report(Second QMR) submitted <br /> by Haley&Aldrich, Inc. on behalf of Huff&Huff, Inc. for the ContiGroup Companies, Inc. <br /> (ContiGroup)French Camp Grain Elevator facility at 9504 South Harlan Road in French Camp. The <br /> First and Second QMRs discuss the groundwater monitoring activities conducted in March and April <br /> 2003,respectively. The Second QMR did not include field sampling logs, which are required by <br /> Monitoring and Reporting Program No. 5-00-858. All monitoring reports must include the field <br /> sampling logs. <br /> Regional Board staff s 14 April 2003 letter requested a work plan to conduct bench-scale testing for the <br /> use of Hydrogen Releasing Compound(HRC). During a 19 June phone conversation with Ms. Linda <br /> Huff of Huff&Huff,Ms. Wendy Cohen agreed that ContiGroup did not need to submit the requested <br /> work plan. However,when ContiGroup submits Form 200, Application for Report of Waste Discharge <br /> (ROWD), the application must include the proposed injection points and results of testing that will <br /> provide sufficient information to complete discharge specifications for Waste Discharge Requirements <br /> (WDRs). Guidance as to what should be included in a ROWD for carbon amendments to groundwater is <br /> attached. <br /> In order for the Regional Board to consider WDR at the 17 October 2003 Regional Board meeting, <br /> ContiGroup must submit the ROWD by 18 July 2003.
