Summary of Items Required with Report of Waste Discharge for carbon addition to <br /> groundwater. <br /> Introducing any substance into the waters of the State of California, including HRC,requires <br /> Waste Discharge Requirements ()ATDRs) adopted by the Regional Board. The applicant must <br /> submit a Report of Waste Discharge (ROWD)which characterizes the product to be introduced <br /> 02into the aquifer, any breakdown products or byproducts, and describes the proposed project and <br /> monitoring progra%. Once we receive a complete ROWD, we will draft WDRs for your <br /> review and comment, and schedule the WDRs for the next available Regional Board meeting. <br /> The ROWD should be submitted on a Form 200 Application/Report of Waste Discharge <br /> General Information Form for Waste Discharge Requirements or NPDES Permit which is <br /> enclosed. It is also available on our website at http:\\www.swrcb.ca.gov/rwgcb5 in the <br /> `Available Documents' category and `Forms and Permits' subcategory. A fee is required. <br /> Items that the applicant should include in a complete characterization of a carbon amendment <br /> proposal are the following: <br /> • A project description including: <br /> • stochiometry for target compounds, <br /> • identification of expected intermediate and end products, <br /> • justification for quantity of amendment proposed, <br /> • assumptions used, <br /> • timetable for implementation, <br /> • monitoring scope and schedule, <br /> • Background geochemistry: <br /> • alkalinity, dissolved and total iron, total organic carbon, carbon dioxide, <br /> ammonium,nitrate, sulfate, methane, arsenic, chromium <br /> • Chemical characterization of amendment(what is in it?) we've got this for HRC <br /> • A capture zone analysis demonstrating that the applicant could extract the injected <br /> substances and any breakdown products, if necessary, <br /> • A contingency plan that identifies a strategy to restore the affected portion of the aquifer to <br /> pre-project conditions, a downgradient point of compliance, and trigger value(s) of <br /> constituents to implement the contingency plan, <br /> • A site map showing location of the injection area in relation to the facility and referenced <br /> monitoring wells, and <br /> • Any other features of the project that warrant discussion. <br />
