(ContiGroup) <br /> French Camp Grain Elevator facility at 9504 South Harlan Road in French Camp. The Report <br /> summarizes the groundwater monitoring activities performed in April. We have no comments on <br /> the Report. <br /> The Work Plan proposes a groundwater extraction pilot test to determine the relationship <br /> between groundwater extraction and concentration reduction that will not last longer than six <br /> months. ContiGroup proposes extracting groundwater from a single well for an extended period <br /> of time and may switch to an alternate well depending on the extraction results from the first <br /> well. The Work Plan proposes storing the extracted groundwater in a holding tank that has <br /> secondary containment and having it hauled to the Regional Wastewater Control Facility <br /> (RWCF)by an approved septic hauler. The RWCF has placed sampling requirements for each <br /> batch transported to the Facility. As part of the pilot test, ContiGroup will collect monthly <br /> groundwater samples from the extraction well and three surrounding wells as part of the <br /> determination of its remedial efficiency. <br /> The Work Plan also proposes changes to Monitoring and Reporting Program No. 5-00-858 <br /> (MRP) and includes Form 200 for a Waste Discharge Requirement(WDR)permit. Board staff <br /> believes that the data from the pilot test and additional quarterly data to further track the <br /> decreasing contaminant trends is needed before making modifications to the MRP. Furthermore, <br /> although Board staff requested Form 200 in a 14 March 2002 letter, it is premature at this time to <br /> go forward with a WDR permit without exact specifications for the final remediation system. <br /> We have the following comments on the Work Plan: <br /> California Environmental Protection Agency <br /> ped Recycled Paper <br /> The energy challenge facing Califomia is real.
