" <br /> 277 Park Avenue <br /> New York,NY 10172 <br /> REVIEW OF INTERIM REMEDIAL ACTION PLAN AND MONITORING REPORT, <br /> CONTIGROUP COMPANIES,INC., FRENCH CAMP, SAN JOAQUIN COUNTY <br /> We have reviewed the 20 September 2001 Groundwater Monitoring Report Third Quarter 2001 <br /> (QMR) and the 16 November Interim Remedial Action Plan (TRAP) submitted by Haley& <br /> Aldrich, Inc. on behalf of Huff&Huff, hic. for the ContiGroup Companies,Inc. (ContiGroup) <br /> French Camp Grain Elevator facility at 9504 South Harlan Road in French Camp (site). The <br /> QMR discusses the groundwater monitoring activities conducted in August 2001. The QMR does <br /> not discuss all of the analytical data collected during the quarter or discuss upcoming work, and <br /> does not make recommendations. Although this information is provided in the IRAP, <br /> ContiGroup also needs to include it in subsequent quarterly monitoring reports. The IRAP <br /> discusses the pre-remediation pump tests,hydropunch samples, and collection of natural <br /> attenuation parameters. ContiGroup proposes to install a groundwater extraction and reinjection <br /> system, and inject acetate into the two on-site water wells to stimulate microbial activity and then <br /> abandon these two wells. <br /> The reinjection of treated groundwater and injection of acetate into the water wells require Waste <br /> Discharge Requirements. Attached is Form 200 Application for Report of Waste Discharge. By <br /> 11 January 2002,please submit the following: <br /> • Form 200 completed with site township,range, and section; <br /> • Payment of$200 payable to the State Water Resources Control Board pursuant to Section <br /> 13263 of the Water Code, which is an annual fee and is in accordance with the attached <br /> fee schedule; and <br /> • Work plan that fully describes the proposed groundwater remediation system and <br /> injection of acetate. <br /> California Environmental Protection Agency <br /> 0r1 Recycled Paper <br /> The energy challenge facing California is real.
