PERMIT/SERVICES
277 Park Avenue
New York,NY 10172
REVIEW OF MONITORING REPORTS, CONTIGROUP COMPANIES,INC., FRENCH
CAMP, SAN JOAQUIN COUNTY
We have reviewed the following reports submitted by Haley&Aldrich, Inc. (H&A) on behalf of
Huff&Huff, Inc. for the ContiGroup Companies, Inc. (ContiGroup) French Camp Grain
Elevator facility at 9504 South Harlan Road in French Camp:
• 27 December 2001 Groundwater Monitoring Report Fourth Quarter 2001 (Fourth QMR);
29 January 2002 2001 Annual Groundwater Monitoring Report(Annual Report); and
• 25 February 2002 First Quarter 2002 Groundwater Monitoring Report(First QMR).
The Fourth QMR discusses the October 2001 groundwater monitoring activities. The Annual
Report summarizes the groundwater and remedial activities performed during 2001. The First
QMR discusses the groundwater monitoring activities performed in January 2002. Groundwater
monitoring reports should include a discussion of proposed upcoming activities. These three
reports do not include this information.
On 13 March 2002, Mr. James Wells of H&A requested via email that the deadline of
15 February 2002 for the submittal of Form 200 and work plan for the groundwater extraction
and reinjection system (GERS) be postponed until after the second quarter groundwater
monitoring results are obtained. The reasoning for the extension is that analyte concentrations
have decreased during the first quarter in the monitoring wells where the GERS is proposed. The
extension is granted. By 12 July 2002, ContiGroup must submit Form 200 and the work plan as
requested in our 4 December 2001letter or a proposal for alternative remedial measures. If you
have any questions, you may contact me at (916) 255-3119.
DEVRA LEWIS
Environmental Scientist
cc: Mr. Jeff Wong, San Joaquin County Health Department, Stockton
Ms. Linda Huff, Huff&Huff, LaGrange, Illinois
Mr. Joe Weidmann, Haley&Aldrich, Inc., San Diego
California Environmental Protection Agency
Co Recycled Paper
The energy challenge facing Califomia is real.
