T
FRENCH CAMP ELEVATOR 'L)
FRENCH CAMP, SAN JOAQUIN COUNTY
French Camp Elevator is at 9504 Harlan Road, French Camp (site), approximately 5 miles south
of Stockton. French Camp Grain Elevators LLC currently owns and operates the grain elevator
facility. ContiGroup Companies, Inc. (CGCI), a former owner and operator of the site, is the
responsible party conducting the groundwater investigation. Two water-bearing zones (identified
by CGCI in groundwater investigation work plans and reports as the "shallow" and
"intermediate"zones)beneath the site are contaminated with carbon tetrachloride, chloroform,
and other volatile organic compounds. CGCI has not yet investigated a third, deeper water-
bearing zone (identified as the "deep"zone).
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the
California Water Code and is designed to delineate groundwater contaminant plumes and
determine whether remediation efforts are effective. The Discharger shall not implement any
changes to this MRP unless and until a revised MRP is issued by the Executive Officer.
Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall
submit plans and specifications to the Board for review and approval. Once installed, all new
wells shall be added to the monitoring program and shall be sampled and analyzed according to
the schedule below.
GROUNDWATER MONITORING
As shown on Figure 1, there are 10 groundwater monitoring wells at the site. Five monitoring
wells are in the shallow water-bearing zone (MW-lA through MW-5A) and five monitoring
wells are in the intermediate zone (MW-513 through MW-513). The groundwater monitoring
program for the 10 monitoring wells, and any wells installed subsequent to the issuance of this
MRP, shall follow the schedule below. The volume of extracted groundwater also shall be
provided in quarterly monitoring reports. Sample collection and analysis shall follow standard
EPA protocol.
EPA Analytical Max.Detection Sampling
Constituents (pg/]) Frequency
Method Limit t 9 Y
Depth to Groundwater --- Quarterly
Volatile Organic Compounds 8021B or 8260B 0.5 Quarterly
1 For nondetectable results.
