Harding Way <br /> Stockton, CA., 95204 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD) <br /> has reviewed the "Work Plan for Soil Excavation and Additional Subsurface <br /> Investigation" dated June 5, 1998 as submitted.by ATC Associates Inc., on June 8, 1998 <br /> and offers the following comments for your review. <br /> Based on a underground storage tank (UST) site investigation recently completed near- <br /> by, the groundwater gradient in this area has been to the north-east. By proposing only <br /> two monitoring well installations north of the former UST, this site may not have an "up- <br /> gradient" well required for UST investigations. The monitoring wells at 140 W. Harding <br /> have been destroyed. A third (shallow) monitoring well for your investigation is required. <br /> PHS-EHD will require the proposed 70 foot deep soil boring in the former UST pit to be <br /> converted into the third (shallow) monitoring well. In addition, if the soil appears <br /> impacted by hydrocarbons at 70' deep, PHS-EHD recommends an additional monitoring <br /> well with a "deep-screened" interval be installed. An addendum should be submitted to <br /> PHS-EHD with the construction details for this deep monitoring well installation. This <br /> deep well should be constructed with a 5 foot screened interval placed at the most <br /> permeable soil layer near any deep contaminated soil detected with field screening <br /> devices. Both casings may be constructed within the same boring (nested) or another <br /> boring should be drilled within the former UST pit. <br /> Included in the workplan are plans to over-excavate soil from the former UST pit. This <br /> plan is a corrective action" and as such, is required to adhere to UST Regulations for <br /> Public Participation prior to its enactment. Please submit an Executive Summary and <br /> two copies of the modified work plan. The Executive Summary should be a one page <br /> document written in non-technical language that describes the site's history, current site <br /> status, and the remediation plan. This document, as well as a Notice of Findings, will be <br /> posted for the general public to review and comment on.
