Table 4 of the SPCC plan titled "Potential Discharge Predictions" has five <br /> columns, "#of containers", "Volume(gal)", "Contents", "Storage Area"and "Spill Prediction" .The spill prediction <br /> states that it will be within secondary containment.A prediction of the direction, rate of flow and total quantity of oil <br /> that could be discharged from the facility as result of each type of major equipment failure.
