K L E I N F E L D E R <br /> 3 BACKGROUND <br /> Granite Construction Company operates a construction yard at 10500 South Harlan Road in French <br />' Camp, California The construction company Includes a fuel storage and a working yard area The <br /> yard area Includes a batch plant which produces asphalt products <br /> Kleilfeldei reviewed a Wallace Kuhl & Associates Inc ,(WKA) report on the subject site titled <br /> "Report of Findings, Granite Construction French Camp, 10500 South Harlan Road, French <br /> Camp, Caliioinia WKA No 2088 04 , dated December 2, 1993 This report included site <br /> history and findings In the vicinity of five former undergiound storage tanks (USTs) Based on <br /> Plate 2 of WKA s report, Kleinfeldel undei stands the f6imer UST area discussed in this repoit is <br /> located south of the fuel storage at ea (See Plate 2) Two of the USTs reportedly contained diesel, <br /> 2 contained gas and I contained waste oil The tanks were reportedly removed on April 22, <br /> 1992, at which time soil samples wete collected beneath the tanks Diesel and gasoline affected <br />' soils were found beneath the tanks, par ticular ly at depths fiom 15 to 25 feet bgs Approximately <br /> 17 soil borings and thice monitoring wells were advanced and installed, respectively in the <br /> vicinity of the tank cluster The estimated contamination area was estimated to be 9, 500 square <br /> feet <br /> Approximately 700 yds' of diesel and gasoline affected soil was removed on September 28, 1993 <br /> in the vicinity of a dispenser island Further soil and groundwater assessment was conducted in <br /> the vicinity of the former USTs WKA installed three additional monitoring wells (MW-4 <br />' through MW-C) to lurther delineate the soil and groundwater contamination at the site Based on <br /> boring logs, gioundwatet was encountered between 29 to 31 feet bgs WKA concluded that soil <br /> and water contamination did not extend to these wells which are situated north and northeasterly <br /> of the former USTs Additional excavation on soils in the vicinity of a dispenser island was not <br /> recommended Repottedly the e\c,avation vas backfilled with clean fill by Granite Construction <br /> The former diesel and gasoline UST c.\cavations weie lined with plastic and backfilled also <br /> 3 1. BACKGROUND ON THIS AREA OF CONCERN <br /> The Granite Construction facility rncotpoi ates the use of liquid asphalt cutback and emulsion which <br /> has been stored onsite in two 12 000 4-allon underground storage tanks discussed in the text of this <br /> report Klemfeldei undeistands that currently the liquid asphalt emulsion is imported and not <br /> longer stored at the site rhe LLItbac.k and emulsion liquids consist of a mixture of petroleum <br /> hydrocarbons and distillates Specifically the cutback liquid is called "SC Cutback Asphalt, SC- <br /> 250" and the cnntlsion is called Asphalt Emulsion, SS-IH" Both products are manufactured by <br /> Huntway Refining Company of Wilmington California <br />' In accordance with the requests liom the San Ioaquin County Public Health Services Department, <br /> Environmental Health Division (PI-ISIE HD) to the Granite Construction Co , Kleinfelder conducted <br />' <br /> 20-1108-24 1-01/2019R 120 Page 5 M 16 <br /> 0 1999, Kluntd&r InL h�biumN 5, 1999 <br />
