Box 2009,
Stockton, California 95201
Subject: Request for Placement of Work at two ARCO sites on the San Joaquin Public
Health Services Pilot Program.
Ms. Hinson:
ARCO Products Company (ARCO) is planning to conduct an environmental investigation
limited to evaluating soil for evidence of gasoline hydrocarbons at the following ARCO
Stations : ( 1) ARCO Service Station 2076 at 800 Kettleman Lane in Lodi, and (2) ARCO
Service Station 548 at 1612 Hammer Lane in Stockton. ARCO has scheduled the removal
of the underground storage tanks at the site for the week of December 26, 1990, pending
the approval of permits that were submitted by Barghausen Consulting Engineers, Inc. of
Sacramento. ARCO is requesting that you place the work at the site on the San Joaquin
Public Health Services Pilot Program. We understand from Ms. Eloise Frick of Applied
GeoSystems, from conversations with Ms. Carol Oz of your staff, that this request will
expedite the regulatory process during tank removal operations.
Applied GeoSystems has prepared a separate document for each of the subject sites titled
Results of Initial Subsurface Environmental Investigation and Work Plan for Excavation
During Tank Replacement which we are submitting to your agency with this letter. Each
document summarizes results of drilling soil borings near the existing underground storage
tanks and soil borings in the area of the Droposed tank cavity and discusses our field
procedures for the tank removal project. ARCO has included the work plan for excavating
to obtain authorization from your agency to excavate hydrocarbonous soil greater than 4 feet
from the existing tank cavity during replacement operations.
Thank you for your effort to expedite this project. Please call Eloise Frick at 916-452-2901
if you have any questions regarding this request.
Submitted by,
Mr. Kyle A.
