Subject: FW: Well Destruction - BP 11193 (3202 W Hammer Ln, Stockton, CA)
Good morning Jose,
I haven't spent a lot of time reviewing the groundwater analytical data for the site at 3202 Vilest Hammer
Lane, but having done a cursory review, I believe the following wells still have contamination and must be
over drilled: MW-4, MW-5, MW-7 through MW-9, MW-13 and VW-1. In addition to these wells, the ozone
sparge wells are in an area of known contamination and because the ozone sparge wells have micro-
sparge tips, pressure grouting will not work because the grout will not go through the micro-sparge tips.
The ozone sparge wells must be destroyed by removing all material within the original borehole (including
the well casing, screen filter pack and annular seal). This presents a problem since the ozone sparge wells
have a 0.75-inch casing and the driller must remain on track for the contents to be removed. Include in
your well destruction work plan the method for removing the ozone sparge wells.
Also, when you described in your email below how the wells will be pressure grouted, you mentioned that
after air-knifing to 3 feet bsg, the casing would be cut to 3.5 feet bsg. Instead, the casing should be cut at
2.5 feet bsg. Please refer to sections 13.17.12. and 13.17.13 of the San Joaquin County Well Standards.
Once I receive the letter from the Regional Board, I will be sending out another letter with further
instructions.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton,California 95202
Phone: (209)468-9852
Fax: (209)468-3433
Email: vmccartneY(4sicehd.corn
From: Vicki McCartney [EH]
Sent: Tuesday, October 18, 20114:29 PM
To: 'Yan, Jose'
Subject: RE: Well Destruction - BP 11193 (3202 W Hammer Ln, Stockton, CA)
Hello Jose,
The MFR form that you listed in your email is the correct MFR form. Fill in the section under OWNER
FILE, skip the section titled SITE MITIGATION_ENVIRONMENTAL ASSESSMENT_etc. Fill in the first
three lines of the section under FACILITY FILE, then skip down to THIRD PARTY BILLING INFO and
complete the three lines under this heading. Then skip down to APPLICANT NAME. Whomever signs this
section is responsible for any fees that may occur beyond what is covered by the permit fees. Also, you
must include the Tax ID #. All the other sections not mentioned will be completed by our Accounting
Department.
The letter from the Regional Board is the correspondence that I have yet to receive but is the concurrence
letter that I need to proceed with destroying the wells. I'll probably get the letter this week.
I will not issue any well destruction permits until after I receive and approve the work plan. Also, I will not
issue any well destruction permits until after I receive the encroachment permit and access
agreement. These must accompany the well destruction permit applications. I suggest you submit the
work plan first. This will give me time to review the work plan while you work to get the access agreement
and encroachment permit.
I don't have time right now to check the concentrations found in groundwater collected from the various
wells. Please submit the work plan and I will review everything at that time.
Thank you.
10/26/2011
