Hammer Lane in Stockton
Hi Vicki,
It's not your fault that Stratus didn't contact me; you told them to do so. I do read all
of the letters, just not all of the reports/workplans. The letter was months ago, so it
just slipped as I expected a call or email from them. I just happened to catch this one
and wanted you to know that Stratus didn't follow your direction to contact me. So no
apology is needed. Thanks.
Have a Happy Thanksgiving.
Jim
>>> "Vicki McCartney [EH] " <vmccartney@sjcehd.com> 11/23/2010 1:59 PM
Jim,
I can't tell you how many letters I have sent directing that the Regional Board be
contacted for pre-approval to perform a pilot-scale test or a bench-scale test. I assumed
the consulting firm would notify you that they are waiting for a response from you. In
the future I will not assume this. I will let you know whenever I include such language
in one of my letters. I apologize for not doing this in the past.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, California 95202
Phone: (209) 468-9852
Fax: (209) 468-3433
Email: vmccartney@sjcehd.com
-----Original Message-----
From: Jim Barton [mailto:jbarton@waterboards.ca.gov]
Sent: Tuesday, November 23, 2010 1:24 PM
To: Sarah Salcedo
Cc: Vicki McCartney [EH]
Subject: Re: Parkinson ARCO - 3250 W. Hammer Lane in Stockton
Hi Sarah.
While we have in the past allowed ozone pilot studies to go ahead without issuing a
permit, we now require (and have required since last
summer) submittal of the Notice of Intent (injection permit application) and a draft
Monitoring and Reporting Program (MRP in MS Word) documents (no fee required with the
NOI/MRP) to evaluate the proposal for need of
a permit. Had Stratus communicated directly with me as Vicki
indicated (not just noted an intent to wait for a response in a document that I just
noticed as I was filing it this week) months ago, you would be closer to that approval. I
simply do not have the time to just read every document sent for San Joaquin County cases
and also keep up with my own case load, so I rely on both of you to directly contact me to
request a review or answer a question.
I also noticed that hydrogen peroxide is also listed on the status report, so this is not
just an ozone test. Please fill out the attached form and return it for my review. A
draft MRP is also included (don't change the format or legal language) to assist you. I
will review both documents and provide a decision whether the pilot study may proceed
1
