Mr. Robert Mihalovich • -2 - • 10 November 2004
Koppel recommends that it re-evaluate remediation when activities change at the warehouse that would
allow access for remediation. It also states that any ammonium that becomes mobilized under current
conditions will be removed by the phytoremediation treatment zone that is established downgradient of
the warehouse.
Regional Board staff believe that it will be in Koppel's best long-term interest to tackle remediation in
this area at its earliest opportunity, and it is up to Koppel to identify when that opportunity arises. We do
concur that rail traffic adjacent to the warehouse makes this impractical at the present time. Regional
Board staff also agree that any ammonium or nitrate that mobilizes from this area west of the warehouse
will be transported in groundwater and will be subject to remediation via the phytoremediation treatment
zone as long as the treatment zone is in place. This is likely to become an acute issue if Koppel is ready
to request no further action (NFA) on this site. If the area in question is still not accessible at that point,
Regional Board staff might not be able to grant the NFA request or allow the trees to be removed.
We concur with your 28 October proposal to provide the monitoring well work plan and schedule by
1 December 2004, and to install the well in the summer of 2005. MRP No. R5-2004-0835 requires this
well to be monitored semi-annually. The MRP requires annual monitoring for all other wells to occur in
the third quarter(July-September) and the associated Annual Report is due by 1 November 2005.
If you have any questions, you may contact Amy Terrell by phone at (916) 464-4680, by email at this
new address, aterrell@waterboards.ca.gov, or by regular mail at the address on the letterhead.
L4VWw
WEND, .
