CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2004-0835 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> KOPPEL STOCKTON TERMINALS,INC. <br /> MUNCO, INC., CHEVRON CHEMICAL COMPANY AND CARGILL, INC. <br /> KOPPEL STOCKTON TERMINAL <br /> SAN JOAQUIN COUNTY . <br /> The Koppel Stockton Terminal is located at 2025 West Hazelton Avenue in Stockton and was <br /> owned by Munco Inc. Operators included Chevron Chemical Company and Eargill, Inc. Munco <br /> Inc., Chevron Chemical Company, and Cargill Inc. are collectively referred to as Discharger. <br /> Bulk dry nitrogen fertilizer was stored, bagged and transported from the facility, resulting in soil <br /> and groundwater pollution. Groundwater is encountered about 10 feet below ground surface. <br /> This pollution impaired the beneficial use of this water resource. The Discharger has <br /> implemented phytoremediation to remove nitrogen from soil and groundwater. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including nitrate and ammonium emanating from the property and <br /> resulting from the Discharger's past operations. The Discharger shall not implement any <br /> changes to this MRP unless and until a revised MRP is issued by the Executive Officer. This <br /> MRP replaces the requirements listed in MRP No. 5-01-825, which was issued on 14 May 2001. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans <br /> and specifications to the Board for review and approval. Once installed, all new wells shall be <br /> added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are nine shallow monitoring wells (KP-BG-1, KP-1R, KP-2, KP-3, <br /> KP-4, KP-5S, KP-7S, KP-8S, and KP-9S), three deep monitoring wells (KP-5D, KP-6D, and <br /> KP-71)), and five piezometers (TG-1, TG-2, TG-3, TG-4, and TG-5). The groundwater <br /> monitoring program for the 17 monitoring wells and piezometers shall follow the schedule <br /> below. Any wells installed subsequent to the issuance of this MRP shall be monitored semi- <br /> annually for at least one year before following the schedule below. Sample collection and <br /> analysis shall follow.standard EPA protocol. <br />
