CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 5-01-825 <br /> FOR <br /> KOPPEL STOCKTON TERMINALS, INC. <br /> MUNCO, INC., CHEVRON CHEMICAL COM PANY AND CARGILL, INC. <br /> KOPPEL STOCKTON TERMINAL <br /> SAN JOAQUIN COUNTY <br /> The Koppel Stockton Terminal is at 2025 West Hazelton Avenue, in Stockton, San <br /> Joaquin County. Bulk dry fertilizer was stored, bagged and transported from the <br /> Terminal. Facility operations have resulted in fertilizer contamination of the soil and <br /> groundwater at the facility. Three years of quarterly monitoring data show that it is <br /> appropriate to reduce the monitoring frequency. <br /> This MRP is issued pursuant to Section 13267 of the California Water Code and is <br /> designed to delineate groundwater contaminant plumes and determine whether <br /> remediation efforts are effective. The Discharger shall not implement any changes to this <br /> MRP unless and until a revised MRP is issued by the Executive Officer. This MRP <br /> replaces the requirements listed in MRP No. 97-805, which was issued on 4 September <br /> 1997. <br /> Prior to construction of any new groundwater monitoring or extraction wells, the <br /> Discharger shall submit plans and specifications to the Board for review and approval. <br /> Once installed, all new wells shall be added to the monitoring program and shall be <br /> sampled and analyzed according to the schedule below. <br /> GROUNDWATER MONITORING <br /> There are 18 monitoring wells as shown on Figure 1: KP-1, KP-1R, KP-2, KP-3, KP-4, <br /> KP-BG-1, KP-5S,KP-5D, KP-6D, KP-7S, KP-71), KP-8S, KP-9S, TG-1, TG-2, TG-3, <br /> TG-4, and TG-5. The groundwater monitoring program for the 18 monitoring wells and <br /> any wells installed subsequent to the issuance of this MRP, shall follow the schedule <br /> below. Sample collection and analysis shall follow standard EPA protocol. <br /> EPA Analytical Max. Detection Sampling <br /> Constituents Method Limit ' Frequency <br /> Depth to Groundwater --- 0.01 foot Semi-annually, <br /> Nitrate as Nitrogen 300.0 0.5 mg/1 Semi-annually, <br /> Ammonia as Nitrogen 350.2 0.5 mg/l Semi-annually, <br /> For nondetectable results. <br /> a Semi-annual monitoring shall be conducted in the first and third quarters. <br />
