Ocean Blvd., Suite 501
Long Beach, CA 90802
CONDITIONAL APPROVAL OF WORK PLAN FOR UNDERGROUND STORAGE TANKS
INVESTIGATION,KOPPEL STOCKTON, SAN JOAQUINCOUNTY
I received the 31 January 2000 Preliminary Subsurface Investigation ff*ork Plan for Former
Underground Storage Tank Area at Koppel Stock7on Terminal(work plan)prepared by Advanced
GeoEnvironmental, Inc. after I mailed my 9 February 2000 letter request for groundwater and domestic
well samples to evaluate the impact of the former underground fuel tanks. Below I discuss the work
plan and its relation to my 9 February letter request, a copy of which is attached.
The work plan proposes to advance one soil probe boring using direct push technology beneath the
former underground storage tank excavation. Soil samples will be obtained at 5-foot intervals to a depth
of 20 feet or until detectable petroleum hydrocarbon vapor is not present from two consecutive 5-foot
intervals. Additional borings are proposed if significant hydrocarbons are present in the first boring.
Proposed soil samples are to be analyzed for TPH-d by EPA Method 8015M, and benzene, toluene, ethyl
benzene, and xylene (BTEX) and methyl tertiary butyl ether MTBE by EPA Method 8020. I also
request that if MTBE is tentatively identified with EPA Method 8020, it must be confirmed by EPA
Method 8260.
The work plan proposes to obtain grab groundwater samples if groundwater is encountered during the
soil probe borings. In my 9 February letter, I requested groundwater samples from the monitoring well
nearest the former tanks (KP-3) and all domestic and production wells on the property. You do not need
to obtain grab groundwater samples since I am requesting the well samples.
California Environmental Protection Agency
Qa Recycled Paper
