REPORT AND SCHEDULE DEADLINES FOR KOPPEL STOCKTON TERMINAL,SAN JOAQUIN COUNTY
On 2 April 1998, Board staff met with Ms. Miriam Barbonio of Chevron Chemical Company (Chevron),
and James Hartley and Gerald Vogt of C112M Hill to discuss current activities at Koppel Stockton Terminal
site. During the meeting Messrs. Hartley and Vogt explained the GeoProbe work that had been accomplished
and the work remaining. They stated that excessive rain made some of the GeoProbe locations inaccessible
and that work should resume the week of 13 April 1998. We agreed that this was an acceptable reason
for delay. However, we stated that delays in this field work would invalidate the current schedule of
activities, which was agreed to by all parties at the 9 July 1997 meeting. Therefore, the parties at the
April meeting agreed that a new schedule of activities would be submitted by 30 April 1998.
During the meeting, we also discussed what will be included in the report of the GeoProbe work. The
parties agreed that this report will contain an evaluation of all GeoProbe data, a work plan proposing the
location of shallow and deep wells needed to define and monitor the plume, data from installation of
nested monitoring well pairs planned for installation near GeoProbe locations 9 and 22, and a process to
determine background concentrations for contaminants of concern. The parties agreed on a target date
for submittal of this report of 22 May 1998.
For the planned installation of nested monitoring wells, San Joaquin County will require a Board approved work
plan before issuing well permits. Therefore, please submit a letter work plan for these wells by 4 May 1998.
