March 19, 1991
Post Office Box 5011
Richmond, California 94805 Reference: M88168F
Attention: Mr. Harrison Pettie
President
Subject: Environmental Services Conducted at the Color Spot, Inc. , Lodi
Facility, 5400 East Harney Lane, Lodi, California.
Dear Mr. Pettie:
As you are aware, Color Spot, Inc. has been directed by San Joaquin
County Public Health Services, Environmental Health Division (PHS-EHD) to conduct
additional site assessment at the subject facility (site) to determine the full
extent of soil and/or ground water contamination. Staal, Gardner 6 Dunne, Inc.
(SGD) believe the PHS-EHD request for additional study is clearly not technically
supported by the available data, and based on previous assessments and remedial
actions conducted at the site, we further believe that additional site
characterization of hydrocarbon soil or ground water contamination is not
justified. We agree with PHS-EHD that the four irrigation/domestic ground water /
wells located within a 500-foot radius of the former underground storage tank V/
(UST) contain trace concentrations of benzene, and three of the four also contain
trace concentrations of toluene. However, benzene concentrations were not
detected in any of the following:
• Confirmatory soil samples collected from the floor and walls
of the UST excavation during the site remediation program
conducted by SGD, (January 9, 1990) .
• Soil samples collected during the supplemental site assessment
conducted by SGD (October 8 and 9, 1990) , and
• Ground water sample collected from within the hollow stem
auger during the supplemental site assessment conducted by SGD
(October 8 and 9, 1990) .
The following is a chronological account of environmental services
which have been implemented at the site with regard to the UST which has been
removed and permanently abandoned, and our arguments justifying our recommenda-
tions.
58;; Olivas Park Drive • Ventura, California 93003-7672 a 805/650-7000 Fax: 805/650-7010
