`. .a <br /> Color Spot, Inc. <br /> March 19, 1991 (M88168F) <br /> BACKGROUND <br /> A 4,000-gallon UST used to store diesel fuel was removed from the <br /> site on March 1, 1989, by Jim Thorpe Oil Company, Inc. The UST removal was <br /> observed and documented by SGD, Underground Storage Tank Removal, Color Soot, <br /> Lodi, Inc. , March, 1989. <br /> The soils surrounding the fill port and the southwestern corner of <br /> the UST were visibly stained and smelled of diesel fuel. Field monitoring with <br /> a photoionization detector (PID) also indicated elevated total petroleum <br /> hydrocarbon (TPH) concentrations. Soil samples collected after the UST was <br /> removed contained (laboratory analytical data) ethylbenzene, total xylene, and <br /> TPH concentrations in excess of applicable regulatory action levels. As a result <br /> of the soil contamination, SGD was retained by Color Spot, Inc. , to verify the <br /> existence of soil contamination, delineate the lateral extent of contamination, <br /> and to evaluate adjacent domestic ground water wells for contaminants associated <br /> with diesel fuel. <br /> SGD conducted a soil vapor survey August 15, 1989, under PHS-EHD <br /> permit 89-1857 and documented by SGD, Soil Vaoor Study. Color Snot Lodi, Inc. , <br /> October, 1989. Results of the survey indicated that the diesel fuel contami <br /> tion within the shallow subsurface (depth of 6 feet below ground surface) did nvE <br /> appear to have migrated laterally a significant distance beyond the tank <br /> excavation. The contamination appeared to be limited to the southwest corner of <br /> the excavation. The analytical results of the ground water samples collected by <br /> SGD from the domestic water wells at the site at that time indicated that ground <br /> water did not contain hydrocarbon contamination concentrations above regulatory <br /> action levels, but did contain trace concentrations of benzene and toluene. <br /> SGD implemented a site remediation program in January 1990, which was <br /> documented by SGD letter-report, Environmental Services, Site Remediation, Color <br /> Snot Lodi. Inc. , February 1990. Contaminated soils were excavated, removed, and <br /> disposed of off-site. As the soil was being removed, it was visually and <br /> olfactorially monitored, as well as monitored with a PID. After all obviously <br /> contaminated soil (by sight, smell, or PID reading) had been removed from the <br /> excavation, an additional 5 feet of soil was removed from the walls and floor to <br /> ensure complete remediation. Following the removal of the soil, confirmatory <br /> soil samples were collected from the walls and floor of the excavation. <br /> Analytical data obtained from the samples exhibited only trace concentrations of <br /> toluene and xylenes at concentrations well below regulatory action levels. <br /> Benzene concentrations were not detected at or above practical quantitation <br /> limits. <br /> Additionally at this time ground water samples were once again <br /> collected from the domestic water wells at the site and from irrigation/domestic <br /> wells located within a 500-foot radius of the site. Analytical data obtained <br /> from the ground water samples indicated that the ground water in the wells d`a <br /> not contain hydrocarbon contamination above State of California drinking wa J <br />
