Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 1112 Harding Way E, Stockton, CA CUF Claim No. 16475 <br /> 2011 Annual Five-Year Review Update Recommendations Response <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> the annual five-year review update letter dated 12 September 2011 from Kirk Larson of the <br /> State Water Quality Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced <br /> site. The CUF recommended that the EHD review the site for closure. <br /> An ozone injections stem has been installed on the site and a pilot test conducted earlier this <br /> 1 Y <br /> year; a report of findings and evaluation is pending. The EHD has plotted the 1,2-DCA <br /> concentration trends in monitoring wells MW-2, MW-3, MW-7 and MW-8. As shown on the <br /> graph in the Five-Year Review Update letter, concentrations have been increasing in monitoring <br /> well MW-7 and possibly in MW-8. The concentration trends of none of the wells appear to have <br /> a strong correlation with groundwater elevation, so the cause of.the increase in MW-7 is not <br /> understood at present. <br /> As the ozone injection system, utilizingfive ozone injection wells and associatedpiping, has <br /> J <br /> alreadybeen installed and its costs incurred and as the factors n <br /> controlling the Increasing 1,2- <br /> DCA concentrations in MW-7 are not understood, the EHD recommends that the CUF 5-Year <br /> Review Staff reconsider the site closure recommendation -for the time being, allow the <br /> remediation system some operational time, and reassess the site next year when the efficacy of <br /> the ozone injection program can be more fully evaluated, <br /> At this time the CUF has budgeted $35,000 for the site next year and all that needs be done, if <br /> appropriate, is reinstall an ozone generator to implement the approved remedial technology.
