Harding Way <br /> Stockton CA 95205 <br /> San Joaquin County Environmental Health Department(SJC/EHD)has reviewed "Workplan to <br /> Evaluate the Lateral Extent of Petroleum Hydrocarbon Impacted Groundwater"(Workplan)dated <br /> November 20, 2006, submitted on your behalf by ATC Associates, Inc. (ATC)and has the following <br /> comments. <br /> In the Workplan ATC proposes the installation of five shallow groundwater monitoring wells for <br /> investigation of the lateral extent of the groundwater contamination at this site. Proposed locations for <br /> the wells are shown, though mislabeled on the key, on Figure 2 of the Workplan. Please ensure maps <br /> in future reports are properly labeled. No discussion or technical explanation was presented for the <br /> proposed well locations. The predominant groundwater flow direction,calculated from site-specific <br /> groundwater elevation data, has been reported as northeast to east/northeast. However, the plume of <br /> contamination does not appear to directly follow the same direction. The calculated groundwater <br /> gradient is extremely low. <br /> SJC/EHD approves the installation of the additional proposed monitoring wells. Please proceed with <br /> submittal of a San Joaquin County Well Permit Application, $89.00 permit fee and $285.00 permit <br /> inspection fee for each parcel of land on which drilling will take place. In addition, City of Stockton <br /> encroachment permits and/or access agreements are required for work proposed on offsite parcels; <br /> copies of these must be submitted to SJC/EHD before drilling permits can be issued. <br /> Installation of the proposed wells must be completed no later than March 9, 2007. As stated in <br /> SJC/EHD correspondence dated August 16, 2006, a report of findings detailing the scope of work <br /> must be submitted within 60 days following completion of fieldwork, and must contain a site conceptual <br /> model including detailed cross-sectional diagrams and calculations of contaminant mass in both soil <br /> and groundwater remaining at the site.
