In addition to the comments by the Caltrans Traffic Branch (letter dated <br /> 6/16/89) 1 would like to add the following information on behalf of the Planning <br /> Branch: <br /> Traffic impacts resulting from this development will impact SR 26 and the SR 26 <br /> intersection at Baldwin Lane. In order to adequately assess these impacts, a traffic <br /> analysis needs to be prepared. This analysis should include the following: <br /> o An estimation of the project's total trip generation using recognized trip generation <br /> factors. <br /> o At a minimum, this analysis should include existing traffic, the project related <br /> traffic, the cumulative traffic, along with AM/PM peak hour turning movements. <br /> o A highway capacity analysis should be conducted to identify project related and <br /> cumulative impacts to mainline SR 26. <br /> o An estimation of the directional distribution and networking of the project trips. <br /> o An evaluation of the project's traffic impact on the Level of Service (LOS) of the key <br /> intersections in the area including Baldwin Lane and SR 26. <br /> o A discussion which recommends mitigation measures for significant impacts and a <br /> reference to funding responsibility for any improvements made necessary by the <br /> project traffic. These recommendations should be integrated with the mitigation and <br /> financial mechanisms established by the County of San Joaquin. <br />
