PROJECT DESCRIPTION : <br /> The proposed project is comprised of three parts : <br /> A. A General Plan Map Amendment to change the existing General <br /> Plan designation from Agriculture to Limited Industrial on <br /> 343 . 91 acres . <br /> B. A Zone Reclassification to change the zoning from AG-40 <br /> (General Agriculture, 40-acre minimum ) to M-1 (Limited <br /> Manufacturing ) on 343 . 91 acres . <br /> C. A Major Subdivision to subdivide approximately 114 acres <br /> for industrial development. <br /> DISCUSSION OF ENVIRONMENTAL IMPACTS : <br /> Water, Sewer, and Drainage : 1 . a . , 1 . b. , 1 . c . , 7 . a. <br /> At the pre-application stage , the project area was considerably <br /> smaller and discontiguous to the Stockton urban area . The pro- <br /> ject area in the full application has been expanded substan- <br /> tially and is now contiguous to the Stockton urban area on the <br /> western boundary of the project. Based on this , the following <br /> development requirements will now apply: <br /> URBAN CENTER WITH INCORPORATED AREA : <br /> Water : Public system by existing agency. <br /> Sewage Disposal : Public wastewater treatment plant by existing <br /> agency. <br /> Drainage : Public terminal drainage system approved by County <br /> Public Works . <br /> Before the Major Subdivision can be processed, "will-serve" <br /> letters for the provision of public water and sewer are <br /> required. <br /> The increased amount of impervious surfaces associated with the <br /> underlying project ( i . e . , streets and parking lots ) will <br /> increase the amount of sheet flow across the site and will <br /> decrease the amount of percolation and groundwater recharge . <br /> The proposed terminal drainage would eliminate potentially <br /> significant impact associated with runoff , but the effects of <br /> the decrease in percolation and aquifer recharge are unknown. <br /> A portion of the site is within Flood Hazard Zone A and sub- <br /> ject to flooding to an elevation of 38 feet mean sea level. <br /> The County Flood Ordinances will apply to any construction on <br /> site, requiring that structures be elevated or flood proofed. <br />
