Land Use : 2 . a. , 6 . c . , 11 . , 12 . b. , 12 . c . <br /> The project involves the conversion of approximately 343 acres <br /> of farmland, much of which is classified as being prime Class <br /> II soil . There is no mitigation for this loss of farmland. <br /> The project will also aggravate land use conflicts in the area <br /> between urban uses and agricultural uses relative to dust, <br /> noise, odors , and aerial spraying . The proposed industrial <br /> development may rlso create land use conflicts with the nearby <br /> white Lane Rural Residential area ( located to the northwest of <br /> the site , on the north side of State Route 26 ) , particularly <br /> with respect to increased traffic and the possible ultimate <br /> siting of intensive industrial users in the proposed park. <br /> There will also be an unavoidable aesthetic impact associated <br /> with the loss of farmland and ultimate industrial development <br /> of the site . <br /> It is also unknown if the Stockton area can support an addi- <br /> tional 343 acres of industrially zoned. property. A market <br /> study and a land use inventory of vacant, available , industri- <br /> ally designated property in the Stockton area should be pre- <br /> pared that assesses the appropriateness of creating additional <br /> Limited Manufacturing property in this area of the community. <br /> The M-1 Zone permits a fairly wide range of industrial uses . <br /> The zoning could permit a use to locate within the development <br /> that involves hazardous materials . Either Conditional Zoning <br /> or Conditions , Covenants , and Restrictions (CC & R ' s ) should be <br /> required as a condition of tentative map approval to control <br /> the types of uses locating within the industrial park. <br /> Biotics : 3 . a. , 3 .b. <br /> The Natural Diversity Data Base indicates that two species <br /> listed as being " threatened" in California have been sited in <br /> the area near the proposed project. These species are the Giant <br /> Garter Snake and Swainson ' s Hawk. Industrial development of <br /> the site will reduce the habitat and foraging value of the site <br /> for area wildlife . <br /> Air Quality : 4. <br /> Industrial development of the site will generate substantial <br /> traffic volumes that will have a potentially significant impact <br /> on air quality . A Transportation Demand Management Program <br /> could be implemented as a condition of the tentative map <br /> approval. This type of program would potentially reduce the <br /> volume of vehicles in the area and lessen the impacts of the <br /> project on air quality. However, no mitigation measures have <br /> been identified that will completely mitigate this impact to a <br /> less-than-significant level. <br /> 2 - <br />
