The M-1 zone also permits a variety of uses that may pose <br /> potential air quality impacts . A variety of development con- <br /> trols are available to insure that only "clean" industrial uses <br /> will locate within the industrial park. These include the use <br /> of Conditions , Covenants , and Restrictions (CC & R ' s ) and <br /> Development Agreements . <br /> There is also the potential for air quality impacts during the <br /> construction phase . <br /> San Joaquin County is currently a non-attainment area for <br /> ozone . <br /> Noise : 5 . a . , 5. b. <br /> The site is adjacent to State Route 26 and the Southern Pacific <br /> Railroad , both of which are noise generators . Due to the <br /> nature of the proposed use , this noise impact is considered to <br /> be a less-than-significant impact. Industrial development of <br /> the site may create increased noise levels , both from increased <br /> traffic and from industrial activities on site . The County <br /> Noise ordinance will apply to all industrial activities at the <br /> project site , requiring that no sound level shall e.:ccDd 65 db <br /> Ldn at the property line olf properties adjacent to residen- <br /> tially zoned or developed areas . No mitigation exists for <br /> traffic related noise . <br /> Services : 7 . b. <br /> Industrial development of this site will result in an increased <br /> demand for police and fire protection. <br /> Traffic : 8. a . , 8 . c . <br /> The project is expected to have a significant impact upon area <br /> traffic . The area circulation system was designed to handle <br /> light, rural-type traffic . There are no provisions in tine cir- <br /> culation system to accommodate the heavy traffic normal'..y asso- <br /> ciated with industrial uses . <br /> Growth Iducements and Cumulative Impacts : 12 . a . , 13 . a . , 13 . b. , <br /> 13 . c . , 13 . d . <br /> This project will be growth inducing with respect to the need <br /> for services , utility sizing, and introduction of a new type of <br /> land use into the area. This project may also encourage other <br /> similar applications for the conversion of agricultural property <br /> to industrial uses as well as to other urban-type uses . Addi- <br /> tional development projects of this nature in this general area <br /> will thus substanitally magnify all of the above-noted environ- <br /> mental impacts . <br /> 3 - <br />
