Item No. 2
BZA: 7-12 -84
U-84-111
Page 1
REFERRALS AND REPLIES
Local Health District:
The Health District will allow no construction of Health
District approved facilities in a Floodway. The question as
to whether this facility is in a floodway, floodplain or
otherwise should be addressed before any further con-
sideration of this project is made. This facility was
flooded in March 1983.
Reclamation Board:
The project site is located on the waterward side of the
Lower San Joaquin and Tributaries Flood Control Project
levees and is under the Board's jurisdiction. All plans for
this project must therefore be reviewed and approved by the
Board before start of work.
Department of Fish and Game: See Condition No. 10.
STAFF ANALYSIS
The applicant proposes to expand an existing 95-space RV park
by adding 33 RV spaces, a manager ' s residence, a pool/spa,
restroom facilities, and an RV sanitation station. In addition
to the existing RV spaces, there is currently a clubhouse, a
store, restroom facilities, a single-wide trailer, and a
double-wide mobilehome on the property.
The property that is currently developed is located in the
floodway FP-1 zone. The RV park is a nonconforming use in that
zone. No further building construction may take place in the
floodway; therefore, the manager 's residence and pool/spa may
not be built in the locations shown on Exhibit A. An addi-
tional twenty ( 20 ) RV spaces may be provided in the floodway as
long as there are no hook-ups provided and an evacuation plan
has been approved by the Planning Department.
There is no evacuation plan on file for the existing RV park.
The evacuation pian must be approved by this department before
the Use Permit is issued.
When the Flood Ordinance was approved, an amortization period
of three ( 3 ) years was placed on double-wide mobilehomes in the
floodway (FP-1 ) zone. The existing double-wide mobilehome is
in violation of the ordinance and must be removed as a con-
dition of approval .
