The question as <br /> to whether this facility is in a floodway, floodplain or <br /> otherwise should be addressed before any further con- <br /> sideration of this project is made. This facility was <br /> flooded in March 1983. <br /> Reclamation Board: <br /> The project site is located on the waterward side of the <br /> Lower San Joaquin and Tributaries Flood Control Project <br /> levees and is under the Board's jurisdiction. All plans for <br /> this project must therefore be reviewed and approved by the <br /> Board before start of work. <br /> Department of Fish and Game: See Condition No. 10. <br /> STAFF ANALYSIS <br /> The applicant proposes to expand an existing 95-space RV park <br /> by adding 33 RV spaces, a manager ' s residence, a pool/spa, <br /> restroom facilities, and an RV sanitation station. In addition <br /> to the existing RV spaces, there is currently a clubhouse, a <br /> store, restroom facilities, a single-wide trailer, and a <br /> double-wide mobilehome on the property. <br /> The property that is currently developed is located in the <br /> floodway FP-1 zone. The RV park is a nonconforming use in that <br /> zone. No further building construction may take place in the <br /> floodway; therefore, the manager 's residence and pool/spa may <br /> not be built in the locations shown on Exhibit A. An addi- <br /> tional twenty ( 20 ) RV spaces may be provided in the floodway as <br /> long as there are no hook-ups provided and an evacuation plan <br /> has been approved by the Planning Department. <br /> There is no evacuation plan on file for the existing RV park. <br /> The evacuation pian must be approved by this department before <br /> the Use Permit is issued. <br /> When the Flood Ordinance was approved, an amortization period <br /> of three ( 3 ) years was placed on double-wide mobilehomes in the <br /> floodway (FP-1 ) zone. The existing double-wide mobilehome is <br /> in violation of the ordinance and must be removed as a con- <br /> dition of approval . <br />
