' � l <br />' 1.0 INTRODUCTION <br />' The purpose of this Health and Safety Plan(HSP) is to define on-site health and safety roles, <br /> health and safety procedures, and discuss chemical and physical hazards which may be <br />' encountered during site investigation activities at the San Joaquin Motor Pool Facility located on <br /> 1810 East Hazelton Avenue in Stockton, California <br />' The elements of the plan include procedures for personnel protection and equipment safety, <br /> medical surveillance, air quality monitoring, and general work practices This plan also details <br /> the proper emergency procedures including emergency response and first-aid capabilities <br />' Compliance with this HSP is required of all workers and third parties who enter the site while the <br /> above works are in progress <br />' 2.0 HEALTH AND SAFETY PERSONNEL <br /> 2.1 Introduction <br /> The following sections briefly describe the health and safety personnel and general <br /> responsibilities which will be employed during the site investigation activities <br />' 2.2 Health and Safety Manager er(HSM) <br /> The HSM has the primary responsibility for ensuring that the policies and procedures of <br /> this HSP are implemented The HSM ensures that all personnel designated to work at the <br />' site are qualified according to medical surveillance and health and safety training <br /> consistent with OSHA's 29 CFR 1910 120 regulations covering Hazardous Waste <br /> Operations and Emergency Response The HSM is responsible for providing the <br />' appropriate monitoring and safety equipment necessary for the implementation of this <br /> HSP Any significant changes to the HSP must be approved by the HSM <br />' 2.3 Site Health and Safety Coordinator (SHSC) <br /> The SHSC has the responsibility to implement this HSP The SHSC will investigate all <br />' accidents and incidents occurring at the site The SHSC will conduct safety briefings and <br /> site-specific training for on-site personnel The SHSC will accompany all OSHA and <br /> other governmental agency personnel visiting the site in response to health and safety <br />' issues He is responsible for modifying and/or developing new procedures, after <br /> consultation with the HSM, when site or environmental conditions change due to natural <br />' causes or due to the conduct of the site operations <br /> 1 <br />
