} <br /> San Joaquin Motor Pool Facility Health and Safety Plan <br /> Heat stress is generally not a predominant hazard during site investigations However, it <br /> is the responsibility of the SHSC to be aware of, and initiate any measures to alleviate <br /> discomforts due to heat stress of the field personnel <br /> Means to reduce discomfort of heat stress are increase fluid intake, take formal, and <br /> prolonged, rest periods, during hot weather, perform tasks in the cool of mornings and <br /> evenings, and provide shade and increase ventilation for the work and break areas <br /> Cold injury (frostbite and hypothermia) and impaired ability to work are dangers at low <br /> temperatures and when the wind-chill factor is low To guard against them, field <br /> personnel will wear the appropriate clothing and rest periods will be extended in running <br /> field vehicles or other warm enclosed areas <br /> 5.0 SITE SAFETY AND HEALTH PROCEDURES <br /> 5.1 Site Security and Entry <br />' The property owner and/or manager of the site will have the overall responsibility of the <br /> station's security during all periods of on-going site activities Access to the excavation <br /> for field personnel and visitors will be controlled by the SHSC. <br />' Prior to starting work at individual sites, a safety meeting will be conducted to discuss <br /> health and safety issues and the necessary protective equipment required for the site <br /> activities These meetings will be conducted by the SHSC or Field Supervisor <br /> 5.2 Work Zones <br /> 1 The SHSC will designate the area surrounding each sampling locale into an exclusion <br /> zone, decontamination zone, and support zone <br /> Exclusion Zone: The exclusion zone is the innermost of three concentric areas and is the <br /> zone where contamination is known to or could occur All personnel entering the <br />' exclusion zone will wear the prescribed Level of Protection for the specific site <br />' Check point for entry and exit will be established at the periphery of the zone to regulate <br /> the flow of personnel and equipment into and out of the zone and to verify that <br /> established entry and exit procedures are followed The boundary of this zone will be <br />' determined by the area necessary to conduct the soil sampling activities and the potential <br /> for contaminants to be blown or splashed from the site activity When this boundary is <br /> determined, it will be marked, and then only individuals approved by the SHSC can enter <br />' this zone During subsequent site operations, the boundary may be modified/adjusted as <br /> additional information becomes available <br />' 6 <br />
