Interstate 5 <br /> Lathrop, CA., 95330 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS-EHD), has reviewed the "Groundwater Monitoring and Sampling Report" <br /> prepared by Alisto Engineering dated December 10, 1997, received by PHS- <br /> EHD on January 8, 1998 for the sampling event on October 15, 1997 and has <br /> the following comments. <br /> Quarterly reports for this site are being submitted late. In addition, the site is not <br /> being investigated assertively. <br /> BP is hereby directed to: <br /> • have all monitoring wells sampled on a quarterly basis at such a time during <br /> the quarter so as to have the report to PHS-EHD before the next sampling <br /> event (appointments to witness sampling are to be made with PHS-EHD 48 <br /> working hours ahead), <br /> • have all quarterly reports show groundwater gradient direction and flow rate, <br /> • include recommendations for further investigation and professionally <br /> evaluated conclusions for current site status in every quarterly report, <br /> • incorporate the enclosed "Oxygenate Policy" immediately, <br /> • submit a work plan for additional monitoring well installations to determine the <br /> lateral and vertical extents of both soil and groundwater plumes to PHS-EHD j <br /> by April 1, 1998, <br /> • submit to PHS-EHD by March 1, 1999, a Corrective Action Plan containing <br /> the results of feasibility studies and detailing the most cost-effective method <br /> for remediation at this site. <br /> i <br /> A Division of San Joaquin County Health Care Services <br />
