Work Plan For UST Removal and Over-Excavation-Tosco 76 Branded Facility No. 11195
October 22, 1998
SJCPHS. Confirmation soil samples will be collected from the base and lateral limits of the
excavation and analyses performed in accordance with SJCPHS guidelines. If groundwater is
encountered during over-excavation away from the UST excavation, a grab groundwater sample
will be collected in addition to the soil samples collected from the sidewalls above groundwater.
We do not anticipate that over-excavation will continue deeper than groundwater, and therefore
do not anticipate the need to pump water from the excavation.
Confirmation samples will be analyzed at Sequoia Analytical, a State-certified Hazardous Materials
Testing Laboratory (FLAP #1210, #1271, and #1624). Soil and groundwater samples will be
analyzed for Total Petroleum Hydrocarbons as gasoline (TPHg) by EPA Method 8015/DHS
LUFT, for benzene, toluene, ethylbenzene, and total xylenes (BTEX) by EPA Method 8020, total
lead by EPA Method 6010, and the fuel oxygenates methyl tert-butyl ether (MTBE), tert-butyl
alcohol, ('TBA), di-isopropyl ether (DIPE), ethyl tert-butyl ether (ETBE), and tert-amyl methyl
ether (TAME) by EPA Method 8260.
Excavated soil will be stockpiled at the site pending disposal. The stockpile will be placed on and
covered with plastic sheeting. Four discrete samples per 100 cubic yards of soil will be collected
from the stockpile. Each set of four samples will be submitted to the laboratory for compositing
and analysis as one sample. This composite samples will be analyzed for TPHg, BTEX, MTBE
and lead, as required for disposal at the Forward landfill in Manteca, CA.
Task 3. Disposal of Excavated Soil
Stockpiled soil will be removed from the site and disposed of at the Forward landfill in Manteca,
CA. Samples from the stockpiled soil will be collected and analyzed in accordance with Forward's
requirements. We anticipate that it will take a maximum of 2 weeks to receive analytical results,
profile the stockpile for landfill acceptance, and arrange for transportation to haul the stockpile
to the landfill.
Task 4. Reporting and Office Operations
Upon completion of all environmental activities and receipt of all data, GR will prepare a report
documenting the sampling activities and analytical results: This report will be prepared for
Tosco's use and distribution.
SITE SAFETY PLAN
As required by the Occupational Health and Safety Administration (OSHA) "Hazardous Waste
Operations and Emergency Response"guidelines (29 CFR 1910.120), and by California Occupational
Health and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and Emergency
Response" guidelines (CCR Title 8, Section 5192), Walton Engineering, Inc. has prepared a Site
Health and Safety Plan (attached). This plan will cover all site activities associated with the UST
140193.04-1 3
