•I
Heliostockton Property -2- 2 April 2018
434 Martin Luther King Blvd
Stockton, San Joaquin County
In summary, the complete proposed scope of work is as follows:
Location Total Depth Screened Soil Sampling
Interval Depth Analysis
(ft b s (ft b s (ft b s
MW-1 thru MW-3 35 20-35 5ft intervals from TPHcc, VOCs
5-35ft
612 thru B15 15 — 5, 10, 15 TPHcc, VOCs, SVOCs,
PCBs, PAHs, Title 22 Metals
TPHcc--total petroleum hydrocarbon carbon chain analysis;VOCs=volatile organic compounds;SVOCs=semi-VOCs;
PCBs=polychlorinated biphenyls;PAHs=polycyclic aromatic hydrocarbons;ft bgs=feet below ground surface
The three proposed monitoring wells appear sufficient for the initial assessment of hydrocarbon
impact to groundwater and groundwater flow direction and gradient. Additionally, the four
proposed borings appear sufficient to assess the nature of the release. As such, Central Valley
Water Board staff concurs with the scope of work as proposed in the Work Plan and the revised
Site map figure, with the following conditions:
1. By 6 July 2018, please submit a Site Assessment Report which details completion of the
proposed scope of work and the resultant findings. Please include soil and groundwater
data in tabular form. Please also include comparisons of Site conditions to criteria
established in the State Water Resources Control Board's Low Threat Underground Storage
Tank Case Closure Policy, identify any remaining data gaps, and recommend a scope of
work to address the identified gaps.
2. Please monitor and sample the newly installed monitoring wells on a quarterly basis for four
quarters, after which time the sampling frequency should be reduced to semi-annual during
1St and 3rd quarters. Please perform routine sampling of Site wells until a determination is
made by Central Valley Water Board staff that no further action is required. Please submit
quarterly groundwater monitoring reports (GMRs) within 30 days of the end of each calendar
quarter, and submit semi-annual GMRs within 30 days of the end of each calendar semi-
annual period.
Following initial post-installation groundwater sampling, please perform the next sampling
event during aro quarter 2018, and submit a GMR by 30 October 2018.
3. Please take the necessary steps to claim the Site on GeoTracker, and establish WPI as an
"Authorized RP Agent" for purposes of accessing and uploading documents to GeoTracker.
For assistance with navigating and using the GeoTracker database, you may contact the
GeoTracker Help Desk by phone at (866) 480-1028 or by email at
geotracker(a-)waterboards.ca.gov.
If you have any questions or concerns regarding comments in this letter please contact the
undersigned at.(916)464-4615 or by emai n.buehler waterboards.ca.rinw.
o FESS/On/
Alan M.
