1.0 INTRODUCTION
Partner Engineering and Science, Inc. (Partner), on behalf of Heliostockton, LLC (Heliostockton),
has prepared this Additional Assessment Work Plan (Work Plan) for the Heliostockton Property
Leaking Underground Storage Tank (LUST) Cleanup Site located at 434 Dr. Martin Luther King Jr.
Boulevard, Stockton in San Joaquin County, California (herein referred to as the "Site").This Work
Plan was prepared to further evaluate the identified impacts of petroleum hydrocarbons and
volatile organic compounds (VOCs) in groundwater beneath the Site, establish a groundwater
gradient beneath the Site, and to investigate the potential impact to soil as a consequence of a
release or releases from the historic service station operations.
This Work Plan was prepared in response to a December 7,2017 Underground Storage Tank(UST)
Site Unauthorized Release/Contamination Report (URR) submitted to the Central Valley Regional
Water Quality Control Board (CVRWQCB) by Partner on behalf of Heliostockton.
Upon approval by the CVRWQCB,the tasks described in this Work Plan are to be performed based
on the preliminary findings summarized in Partner's Phase I Environmental Site Assessment Report
(Phase 1), dated August 11, 2017, Phase 11 Subsurface Investigation Report (Phase II), dated
September 12, 2017, and Additional Subsurface Investigation Report, dated October 27, 2017,
which were provided to the CVRWQCB following the submittal of the URR. The previous
investigations and this proposed scope of work were discussed during a conference call with the
CVRWQCB on December 7, 2017, and form the basis for the additional tasks requested by the
CVRWQCB to complete the site characterization.
This Work Plan includes text describing the proposed sampling plan as requested by the
CVRWQCB followed by Figures 1, 2 and 3, and Tables 1 through 6. Figure 1 provides a site vicinity
map; Figure 2 shows the previous boring locations, and the locations of the proposed
groundwater monitoring wells and soil borings; and Figure 3 shows the proposed groundwater
monitoring well construction.Tables 1 through 6 summarize the scope and laboratory results from
the previous Phase II and Additional Subsurface Investigation reports.
Additional Site Assessment Work Plan
Heliostockton Property
434 Dr.Martin Luther King Jr.Boulevard
Stockton,California
Partner Project Number SM17-191672
RWQCB Case#:392004
January 9,2018
Page 1
