2.0 SITE DESCRIPTION AND BACKGROUND <br /> The description and history of the Site is provided below. <br /> 2.1 Site Description <br /> The Site consists of a single parcel of land comprising approximately 0.482 acre located on the <br /> south side of Dr. Martin Luther King Jr. Boulevard (formerly East Charter Way) and the west side <br /> of California Street within a mixed commercial and residential area of Stockton, San Joaquin <br /> County, California. The Site is currently developed with an unoccupied commercial building. The <br /> building was most recently occupied by Payless ShoeSource. In addition to the building, the Site <br /> is improved with concrete-paved parking areas on the southern and western sides of the structure. <br /> A concrete wall open enclosure for solid waste is located in the southwestern corner of the Site. <br /> A narrow landscaped area is located on the eastern side of the building along California Street. <br /> The Site is bound by commercial and residential properties to the north across Dr. Martin Luther <br /> King Jr. Boulevard, vacant and residential properties to the south, commercial properties to the <br /> east across California Street, and commercial and residential properties to the west across an <br /> unlisted alley way. Refer to Figure 1 for a site plan showing the Site location and Figure 2 for a <br /> map showing Site features. <br /> 2.2 Site History <br /> Partner performed a Phase 1 Environmental Site Assessment Report (Phase 1), dated August 11, <br /> 2017. Based on the information reviewed and the site reconnaissance, the Site was developed <br /> with a residence, a well shed, two small storage buildings, a blacksmith shop, and a hay yard as <br /> early as 1895. By 1917, the Site was developed with two residences and two small outbuildings <br /> in the northwestern and southeastern portions of the lot. From the 1930s to 1963, the Site was <br /> developed with a bakery (1940s to 1963) in the northwestern portion; a beauty shop (1940s),then <br /> a variety store and a radio repair shop (1950s to 1963) in the northern portion; a service station <br /> and automotive repair shop (1930 through the 1940s) in the northeastern portion; and three <br /> residences and associated small outbuildings along California Street (1930s to 1963). From 1964 <br /> to the early 1980s, the Site was developed as a Shell service station.
