NRC Equity Fund 1 <br /> 4.0 TRAFFIC IMPACT STUDIES <br /> San Joaquin County has an overarching sustainable community framework that will guide <br /> many aspects of the County's growth for years to come. NCREF has aligned all proposed <br /> operations with these and has carefully considered which quality of life impacts, if any, of <br /> the planned operation will violate existing law or be contrary to the intent of the <br /> sustainable community program. The Company is also acutely aware that it does not exist <br /> in isolation but is part of a larger community. For this reason, NCREF examined potential <br /> traffic, odor, noise, and water impacts resulting from the cannabis cultivation operation. <br /> 4.1 NRCEF Traffic Impact Analysis <br /> An analysis of the impact of NRC Equity Fund 1 operations on Locke Road traffic <br /> has been provided by Southwest Business Services, a Federal and State recognize <br /> Analysist and Economist. The findings and proposal of mitigation of increase <br /> traffic is contained therein a report entitled NRCEF Traffic Impact Analysis, San <br /> Joaquin County, August 2019 (Exhibit 7). <br /> TRAFFIC IMPACT ANALYSIS FINDINGS <br /> SCENARIO ONE—LEVEL OF SIGNIFICANCE BEFORE MITIGATION <br /> This scenario shows the unmitigated result of the traffic increase on Locke Road due to <br /> NRCEF retail operations and employment. Existing traffic consists of the 50 Kellogg's <br /> employees that work 6 to 4:30 and the other estimated traffic on Locke Road. <br /> Construction is not considered here because it is a temporary increase.
