PHS/EHD has also recently reviewed the tank removal data from February 1991
for the above referenced site.
The lateral and vertical extent of soil contamination around and beneath the three fuel oil tanks,
the 4000 gallon diesel tank and the old surface tank site has been established by tank removal
data, borings, monitoring well logs, and water samples.
Evidence indicates that there is Diesel and Ethyl Benzene contamination in the fuel oil tank area
between 10 and 15 feet with some minor Toluene contamination at 40 feet. There is evidence of
diesel contamination in the diesel tank area at 15.5 feet with some minor contamination from 20-
50 feet. There is evidence of contamination in the soil beneath the above ground tank area.
The existing contaminated soil should be remediated. A soil remediation plan for the former fuel
oil tank location, the former diesel tank location, and the former above ground tank location shall
be submitted to PHS/EHD within 30 days of the date of this letter.
Laboratory analysis of samples taken during the December 20, 1989 Acetone tank removal
indicates that there was Acetone in the North side of the tank pit. Laboratory analysis of samples
taken during the July 19, 1989 Acetone tank removal indicates the presence of Acetone in the
pipeline area and in the west area of the tank excavation. The east area sample was not analyzed
for Acetone.
Further investigation and remediation of the Acetone tank area will be required in order to obtain
a clean closure for the entire site. Since Acetone is not a petroleum based product, oversight of
the investigation and remediarion of this area must be conducted through our Corrective Action
Program (CAP). A CAP packet is enclosed with information and forms needed to initiate further
investigation of the Acetone tank area.
A Oi%ision of San Joaquin County Health Care Services
