The Report is dated 23 May 2008, but Regional Water Board staff did not receive the <br /> hard copy report until 20 June 2008. According to the 7 December 2007 Regional <br /> Water Board staff letter, the Report was due on 1 May 2008, but staff granted an <br /> extension until 23 May. Hard copies of the quarterly reports are due to Regional Water <br /> Board staff by the due date. By 1 August 2008, Spreckels needs to submit the second <br /> quarter 2008 report. <br /> In 2005, Regional Water Board staff originally requested Spreckels to conduct quarterly <br /> groundwater monitoring of Site wells and submit monitoring reports. Spreckels conducted <br /> three quarters of monitoring in July 2005, October 2005, and June 2006, but submitted only <br /> one monitoring report in November 2005, which summarized the first two monitoring events. <br /> In January 2007, Spreckels submitted a closure report with the results of the third monitoring <br /> event. In December 2007, Regional Water Board staff requested four consecutive quarters of <br /> groundwater monitoring. Since fourth quarter 2007, Spreckels has conducted two quarters of <br /> groundwater sampling and submitted two monitoring reports. Both monitoring reports request <br /> the Regional Water Board staff to consider the Site for closure, and both have failed to meet <br /> the requirements listed in the 7 December 2007 Regional Water Board staff letter. Spreckels <br /> needs to conduct quarterly monitoring and sampling and provide complete reports. Regional <br /> Water Board staff cannot consider the Site for closure until Spreckels shows the plume is <br /> defined, estimates when the Site groundwater and soil will reach WQOs, shows the <br /> groundwater wells have a declining trend, and confirms that no sensitive receptors are <br /> affected or threatened. If Spreckels continues to fail to provide the requested information, <br /> Regional Water Board staff will recommend to management that enforcement action be taken. <br /> In summary, by 1 August 2008, please submit the second quarter 2008 monitoring report <br /> summarizing the second quarter 2008 sampling event and including an evaluation of plume <br /> delineation, a table with the water supply well information, a figure showing all wells monitored <br /> and the locations of the nearby supply wells, and isoconcentration contour maps. In addition, <br /> by 11 August 2008, submit a work pian for lateral plume definition.
