BOX 60 <br /> Tracy, CA 95378 <br /> FOURTH QUARTER 2007 MONITORING REPORT— FORMER HOLLY SUGAR FACILITY, <br /> TRACY, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff reviewed the 15 February 2008 Fourth Quarter Monitoring Evaluation (Report). <br /> John Minney (Minney) submitted the Report on behalf of Spreckels Sugar Company <br /> (Spreckels) for the former Holly Sugar facility on Holly Drive in Tracy (Site). <br /> The Site is the location of a former sugar beet facility. In November 1990, about 500 to <br /> 800 gallons of No. 6 fuel oil spilled from a 420,000-gallon aboveground storage tank (AGT) in <br /> the northeast corner of the facility. Spreckels emptied the tank in 1997, and it is no longer in <br /> operation. <br /> Spreckels conducted the fourth quarter 2007 monitoring event on 31 December 2007. The <br /> groundwater flow direction was to the southwest. MW-FO-3 contained the only detection of <br /> total petroleum hydrocarbons as fuel oil (TPHfo) at 0.96 milligrams per liter (mg/1). <br /> Our comments are included below: <br /> 1. The first sentence of the Report states that Regional Water Board staff requested two <br /> additional groundwater monitoring events and that the fourth quarter 2007 represents <br /> the first event. The 7 December 2007 Regional Water Board letter (Letter) requested <br /> Spreckels to conduct four consecutive monitoring events. Therefore, Spreckels must <br /> complete three more monitoring events and submit the results by 1 May 2008, <br /> 1 August 2008, and 1 October 2008. <br /> 2. Spreckels conducted a survey and determined that two water supply wells are within a <br /> half mile of the release and not on factory property. The Report also states that all the <br /> supply wells on factory property have been previously disclosed to Regional Water <br /> Board staff. Spreckels needs to prepare a table summarizing information about all <br /> water supply wells in the area, including those at the factory. The table needs to <br /> include distance from Site, well owner, well location, year installed, total depth, depth of <br /> seal, screen interval, and well use.
