California Ronal Water Quality Antrol Board
vCentral Valley Region `<
Winston H.Hickox Sacramento Main Office Gray Davis
Secretaryfor Intemet Address: hap://w .swcb.ca.gov/—mgcb5 Governor
Environmental 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Protection Phone(916)255-3000•FAX(916)255-3015
C'
21 December 2000
Ms. Anne Ogrey
Holly Sugar Corporation
20500 Holly Drive
Tracy, CA 95378
REVIEW OF SITE SUMMARY, HOLLY SUGAR CORPORATION, TRACY, SAN JOAQUIN
COUNTY
We have reviewed the 3 November 2000 AST Site Summary (letter)prepared by TriHydro Corporation
(THC) on behalf of Spreckels Sugar Company(Spreckels), which is a division of the Holly Sugar
Corporation (Holly). The letter provides a site status update for the aboveground tank spills at the Tracy
plant. Previous investigations found soil contamination present at the former aboveground tanks (AGTs)
in the former corn refinery and adjacent to the existing AGTs in the current aboveground tank area,
where a fuel release occurred in 1990.
Former Corn Refinery Area
Prior to removal in 1985, the former corn refinery area had two 30,000-gallon diesel and No. 6 Fuel oil
AGTs. The letter states that significant concentrations of total recoverable petroleum hydrocarbons
(TRPH) are present in soil from the ground surface to the water table. The data show that TRPH
concentrations in soil ranged from 15 mg/kg(HA-1) to 160,000 mg/kg (HA-2). One grab groundwater
sample collected from the site did not have detectable concentrations of TRPH above a detection limit
(1 mg/1). According to the November letter, Holly proposed to perform leachability testing of soil;
however, this has not yet occurred.
AGT Area
The AGT area has one 420,000-gallon AGT, which stores No. 6 Fuel Oil. A November 1990 accident
caused the release of approximately 500 to 800 gallons of fuel oil from the tank valve. During
investigations at the site, Holly collected soil samples and one grab groundwater sample for TRPH
analysis. The results show that TRPH concentrations in soil range from 240 mg/kg(HA-8)to
7,300 mg/kg(HA-7). Holly collected one groundwater sample west of the AGT,which did not contain
detectable concentrations of TRPH above the detection limit (1 mg/1).
California Environmental Protection Agency
d Recycled Paper
