Ms. Anne Ogrey • • 21 December 2000
The letter provides the shallow groundwater flow direction beneath the Tracy Plant, as measured.from
another investigation(not related to this site)in 1998. However,Holly collected only one grab
groundwater sample from each area in 1994, four years prior to determining the groundwater flow
direction. Since the grab groundwater samples may not be representative of conditions beneath the site,
the data are inconclusive as to the presence of groundwater contamination. Therefore, an additional soil
and groundwater investigation is needed to determine:
• The extent of soil contamination at the site;
• If remaining soil contamination poses a threat to water quality by performing leachability
analyses using the deionized waste extraction test(DI WET)method; and,
• If groundwater is degraded.
Also,the soil and groundwater analyses need to include EPA Method 8015M,which should detect
compounds in the diesel and fuel oil carbon range.
By 30 January 2001,please submit a work plan to determine the presence and extent of soil and
groundwater contamination in the former corn refinery and AGT areas, including leachability analyses
using the DI WET method. As of 29 December 2000,I will no longer be the case manager for your site,
and a new case manager will be assigned.
