The letter responds to our
request for a site status update for the aboveground tank spills at the Hamilton City and Tracy sites.
The letter states that the last correspondence in Holly's Tracy files is a proposal to perform leachability
testing in soils. Holly states that a work plan will be submitted if this is a preferred course of action.
Holly should review the case files for the Tracy site and compile a thorough site summary, including
historic soil and groundwater data collected. Once we have reviewed the site summary and available
data, I will contact Holly to set up a meeting to discuss the site status and additional work(if necessary).
The letter also requests closure for the Hamilton City site and enclosed a brief summary to address
requirements outlined in the Table 1 - Checklist of Required Data For No Further Action Requests at
Underground Tank Sites (Tri-Regional Board Staff Recommendation for Preliminary Investigation and
Evaluation of Underground Storage Tank Sites, referred to Appendix B). In a 21 August 2000 phone
conversation with Ms. Anne Ogrey of Spreckels, I informed her that staff was not able to evaluate the
closure request because the information provided is vague and references historic reports dated in the
early 1990s, which are not readily available. Holly needs to prepare a comprehensive closure request
report, which should: (1) Recap the historic information and work performed at the site; (2) Present a
tabular summary of all historic data collected; and (3) Provide rationale for the closure request. Also,
Holly should sample the existing wells to support the closure request. The closure request report should
include, at a minimum, the information required in Appendix B.
California Environmental Protection Agency
Co Recycled Paper
