1 .0 Introduction
CH2M HILL has prepared this sampling and analysis plan to assess the potential presence
of hazardous waste constituents in soil along the proposed Folsom South Canal Pipeline
Connection Alignment 2 for the East Bay Municipal Utility District(EBMUD).
In preparing this sampling and analysis plan,CH2M HILL:
• Reviewed the regulatory database for sites along the proposed alignment
• Performed site reconnaissance activities on December 9, 1996
• Reviewed aerial photographs of the alignment
1.1 Purpose '
The specific purpose of this sampling and analysis plan is to:
• Determine the general type and concentration of constituents of concern (COCs) in soil
within the proposed project alignment
• Evaluate whether soils along the proposed alignment are likely to be handled as
hazardous waste,and if so
• Estimate the additional cost for handling and disposing of soils generated during
pipeline construction
1.2 Site Description and Setting
The proposed pipeline Alignment 2 is approximately 16 miles long, extending from the
Mokelumne Aqueduct near Stockton,San Joaquin County, to the Folsom South Canal in
Sacramento County(Figure 1).The northern portion of the alignment is characterized by
flat terrain that gives way to undulating topography in the southern portion. The alignment
cuts across Dry Creek in the north and the Mokelumne River in the south. Dry Creek and
Mokelumne flow west in accordance with the regional gradient.
The project area is located in the Great Valley geomorphic province near the border with the
Sierra Nevada province. The dominant geologic structure is the northwest-southeast-
trending asymmetrical syncline underlying the valley. No faults have been mapped in the
study area. The principal geologic units through which the alignment cuts are the Laguna
Formation and the Mehrten Formation. The Mehrten Formation is Miocene to Pliocene-age
and is comprised of andesitic conglomerate, sandstone, mudstone, and volcanic mudflows.
The Laguna Formation is Pliocene-age and is comprised of gravel, sand, and silts with some
interbedded Mehrten Formation.
SFO/FOLSAMPL.000 1
