2.0 Background
To assess the environmental conditions along the proposed alignment,CH2M HILL
reviewed a government agency database provided by Vista Environmental Solution,Inc.
The Vista report lists the federal and state agency records reviewed, lists the types of sites,
and provides maps showing the location of sites within a 1/-mile search radius of the
proposed alignment. The Vista reports are presented in Appendix A.
The Vista reports revealed two sites within a 1/-mile radius of the proposed alignment that
contain underground storage tanks(USTs).These sites are located at 25290 McIntire Road
and 12271 Borden Road.
Further review of these locations on aerial photographs and field reconnaissance revealed
that the USTs are probably associated with nearby residences that are a few hundred feet
away from the likely location of Alignment 2.No other sites with potential environmental
concerns were identified along Alignment 2.
3.0 Technical Approach and Scope of Work
Based on the findings of the Alignment 2 review,CH2M HILL believes the potential for
discovering hazardous constituents in soil along Alignment 2 is minimal. However, to
further evaluate the potential presence of hazardous constituents and to better review the
likely disposal options for excavated soil from Alignment 2,CH2M HILL recommends
performing limited soil sampling and analysis along Alignment 2 to confirm the quality of
soil in the shallow vadose zone(i.e.,approximately 15 feet bgs, the anticipated depth of the
proposed pipeline).
The scope of work will include the following tasks.
3.1 Task 1: Prefield Activities
Prefield activities will include:
• Coordinating the project
• Scheduling subcontractors
• Visiting the site to mark boring locations
The environmental soil sampling will be conducted in conjunction with the geotechnical
investigation along Alignment 2.The field investigation will be performed by Olivia Chen
Consultants,Inc. (OCC). Before drilling,CF12M HILL and OCC will visit the site to mark
and clear boring locations. Exploratory boring permits will be obtained from the San
Joaquin County Department of Health Services. Underground Services Alert will be
notified at least 48 hours prior to drilling to mark and identify subsurface utility lines in the
area.
3.2 Task 2: Sample Soil
This task will involve drilling and soil sampling at eight exploratory borings (SB-1 through
SB-8) along Alignment 2 (Figure 1).
