RO#: 1326 <br /> Acampo, CA., 95220 <br /> i <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> "Contamination Assessment Report" dated April 30, 2002 as submitted by <br /> Ground Zero Analysis Inc. (GZA) on May 1, 2002 and has the following <br /> comments. <br /> Due to the Toluene found in the septic tank contents, this septic system is a <br /> 'shallow disposal well' by Federal EPA definition. EHD has placed the site on its <br /> list of"Underground Injection Control" cases and under contractual agreements <br /> with the EPA is required to investigate these cases according to the EPA ' P <br /> guidelines for closure. Comments on the previous investigation and additional <br /> requirements are included for your consideration. <br /> Laboratory analyses of soil samples ("KP LL-1" & "KP LL-2") collected under <br /> EHD witness verify that the contaminants associated with the drug lab operation <br /> have not impacted the soil around the leach lines 30' away from the septic tank. <br /> The water and sludge samples ("KP DM1 thru KP DM7") that were collected from <br /> the steel drums holding the purged holding tank liquid and sludge contents were <br /> analyzed for volatile organics compounds (VOC) and contain elevated levels of <br /> Toluene and solvents. <br /> Your consultant.has recommended that the contents of the drums be transferred <br /> to a watertight container and allowed to evaporate. After all of the moisture has <br /> been evaporated, the remaining dried sludge will be analyzed for hazardous <br /> characteristics and transported to a facility certified to receive such waste. This <br /> procedure is acceptable to EHD. <br /> Since the water sample ("KP Septic) taken from the holding tank on April 10, <br /> 2002 contained Toluene at 2,100 ug/l, the liquid in this tank must be removed. <br /> EHD must conduct a visual inspection of the interior of the tank to verify whether <br /> the tank is free of cracks. The liquid and sludge removed may be added to"the <br /> previously removed liquids and also added to the `evaporative' process proposed <br /> by GZA. <br />
