General approach: Each site is unique, depending on soils, depth to
ground water and the types/concentrations of pollutants disposed.
Faster percolating soils may not show any contamination unless it is
recent, so a lot of sampling wouldn't show anything. Use your best
professional judgement, and never fully release environmental liability,
because even the most thorough investigation could miss something.
2. Do you need to cc: EPA on correspondence? It would help if you
would cc: us on closure letters, so they can be logged into the
statewide inventory. You don't need to call me on every one.
3. Re: dairy/toluene site: I would ask for a sample from biomat/sludge
accumulated in leachlines, in an area before the break. I would also
want to know how the tank refilled - ground water infiltration, rain
water? Which could indicate potential to leak out. If the concentration
was less in refill, how dirty is the sludge? If sludge is clean, and
you are satisfied with the sampling of rinsate to insure no residual
soluble pollutant remains, backfilling tank with a clean solid material
could be acceptable; backfilling with clean local soil and regrading
would improve property value.
4. Re: Caltrans workplan - it looks acceptable. Again, I would request
a sludge sample from inside one or more of the leachlines, using TCLP to
screen and then more later, depending on what showed up. The only other
question I would ask is why they are going 44 feet at sampling site B1.
Noticeably absent from workplan was information about the lifetime of
the leachfield and ground water flow direction.
I hope this is helpful. I am going to leave Martha Adams a message that
final approval should come from your agency, not EPA.
Margaret Lagorio
<mlagorio@sjcehd. Mike and I have looked at guidelines for UIC program andFILE. COPY
1
