Messrs. Chinchiolo and Stonebarger - 3 - 22 March 2005
• The boring logs are incomplete; therefore it is impossible to evaluate the well construction based
on subsurface conditions. It is possible that shallower saturated intervals exist at the site and
other wells were constructed too deep.
• The discussion of how Well MW-3 was constructed places doubt on the effectiveness of the
annular seal. Therefore the well should be drilled out and grouted from the total depth to the
surface using neat cement with up to five-percent bentonite by weight, per San Joaquin County
well permitting requirements.
Please note that submittal of incomplete or inadequate reports may result further enforcement actions,
including the imposition of administrative civil liabilities (fines). By 15 April 2005, Chinchiolo Stemilt
shall submit a workplan for installation of proposed Well MW-5, destruction of Well MW-3,
investigation of subsurface conditions at Wells MW-1, MW-2, and MW-3, and a project schedule. At a
minimum, subsurface conditions shall be determined for each well and the first saturated interval for
each well must be determined.
If you have any questions please telephone me at(916) 464-4732 or Tim O'Brien at(916)464-4616.
MARK
hie
Waste ischarge to Land Umt
cc: Margaret Lagorio, San Joaquin County Environmental Health Department, Stockton
Jeffory J.
