GEOTECHNICAL
NEIL O. ANDERSON ENVIRONMENTAL
2005 MAR -9 PM 12: 11 141164AN D ASSOCIATES
. INSPECTIONS d TESTING
SAN COUNTY LABORATORY SERVICES
ENVIRONMENTAL POOL ENGINEERING
HEALTH DEPARTMENT
POST TENSION DESIGN
February 16,2005
Mr. Tim O'Brien
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive#200
Rancho Cordova, California 95679-6114
RE: Replacement Monitoring Well for MW-3
Chinchiolo Stemilt California, L.L.C.
Dear Mr. O'Brien,
Neil O.Anderson and Associates, Inc. (NOA)has recently completed and submitted a"Monitoring
Well Installation Report,February 10, 2005"for the above referenced facility. A review of that
document will reveal a problem with monitoring well MW-3. Recent sampling revealed a persistent
sedimentation problem and an anomalously high pH and Total Dissolved Solids (TDS) content in
that well. The elevated pH and TDS content is characteristic of grout contamination. The purpose
of this letter is to request your approval for installing a replacement well for MW-3.
As you know, a Quarterly Groundwater Monitoring Program is being initiated at the site beginning
the first quarter 2005. It is our intent to immediately install the replacement well, such that it can be
included in the quarterly monitoring program.
The replacement well for MW-3 will be referred to as MW-5. The attached map shows the proposed
location for MW-5. Groundwater elevation contours developed from recent sampling data at the
site are also shown on the attached map. Please note that the proposed location for MW-5 is
immediately down-gradi ent of the wastewater pond based on the recent data shown in the attached
map. Well installation procedures for MW-5 will be those identified in the "Groundwater Quality
Investigation Workplan". That is the same workplan that was used to install MW-1 through MW-4
and that was approved for use by the Regional Water Quality Control Board in a letter dated 19
October 2005. That plan describes the procedures for drilling, soil sampling, well construction,
well development, and professional survey of location and elevation. It is anticipated that the first
quarterly sampling event will be conducted two-weeks after installation of MW-5.
It is proposed that well MW-3 be abandoned at the same time that well MW-5 is installed. Prior to
abandonment, an attempt will be made to remove all sediment from the base of MW-3.
