Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 9 <br /> June 3, 2020 <br /> 2.3 Evaluation of Discharge Potential(40 CFR 112.7(a)(3)) <br /> 2.3.1 Distance to Navigable Waters and Adjoining Shorelines and Flow Paths <br /> The Brown Sand, Inc. maintenance yard is located approximately 3,500 feet west <br /> of the San Joaquin River. This river originates in the Sierra Nevada Mountains and <br /> flows northerly towards the San Joaquin River Delta. <br /> 2.3.2 Facility Drainage (40 CFR 112.8(b)) <br /> The maintenance yard is primarily an unpaved area that allows for storm water to <br /> percolate into the ground and evaporate into the atmosphere. In addition, the <br /> maintenance yard is graded in such a way as to move storm water to the southwest, <br /> to the truck parking area, where it will collect in a depressed ponding area(Figure <br /> 6). Storm water captured in the depressed ponding area is allowed to percolate into <br /> the ground and evaporate into the atmosphere. Any potential discharge from the <br /> AST's will be contained within appropriate secondary containment structures or <br /> would flow in the direction of storm water and would be contained fully onsite in <br /> the depressed ponding area preventing any off site discharge or discharge to <br /> navigable waters of the State of California. Potential discharges and flow directions <br /> are further discussed below in Section 3.0 of this Plan. <br /> 2.3.3 Discharge History <br /> There have been no reportable spills at the site since it began operations in 1998. <br /> 3.0 Discharge Prevention (40 CFR 112.7) <br /> The following measures are implemented to prevent an oil discharge during the handling, <br /> use, storage, or transfer of petroleum products at this facility. Employees directly involved <br /> in handling petroleum products have received training in the proper implementation of <br /> these measures. <br /> WHO's Responsible?
