Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 10 <br /> June 3, 2020 <br /> 3.1 Compliance with Applicable Requirements (40 CFR 112.7(a)(2)) <br /> The Brown Sand facility complies with all applicable requirements in 40 CFR 112.7. This <br /> facility has also evaluated the applicability of the substantial harm criteria in 40 CFR <br /> 112.20; following the completion of the Attachment C-II Certification form. Brown Sand, <br /> Inc. has determined they do not meet the criteria to be a regulated facility under 40 CFR <br /> 112.20 (Appendix F). <br /> 3.2 Facility Layout Diagram (40 CFR 112.7(a)(3)) <br /> Figure 1 shows the site's location on a vicinity map; Figure 2 is an aerial photograph of the <br /> site; Figure 3 and Figure 4 of this SPCC Plan presents the layout of the facility and the <br /> location of all storage tanks and petroleum storage locations, all tank loading areas, fuel <br /> dispensing areas, and all emergency shut off locations. Figure 5 identifies the general <br /> location of the facility on a U.S. Geological Survey Topographic map, and Figure 6 shows <br /> the general flow paths across the entire property. <br /> 3.3 Spill Reporting (40 CFR 112.7(a)(4)) <br /> Spillage incidents are reported by site employees and logged by the maintenance supervisor <br /> in the Special Occurrences Log that is kept in the maintenance office. An incident report <br /> describing the occurrence, remedial activities, and possible modifications to current <br /> operations to prevent a similar occurrence from happening again will be prepared. This <br /> log is available for inspection during normal business hours, and a sample Incident Report <br /> is provided in Appendix B. <br /> 3.4 Bulk Storage Container(40 CFR 112.8(c)) <br /> All bulk storage containers stored at the Brown Sand facility are discussed above in Section <br /> 2.2 of this Plan and includes construction type, volume, and content of bulk storage <br /> containers. <br /> 3.4.1 Tank Construction (40 CFR 112.8(c)(1)) <br /> All bulk oil tanks used at this facility are constructed to UL or DOT specifications <br /> and are made of steel. All containers are in accordance with industry specifications. <br /> The design and construction of all bulk storage containers are compatible with the <br /> characteristics of the oil product they contain and with temperature and pressure <br /> conditions. All piping used for the aboveground storage tanks are made of steel <br /> and placed aboveground on appropriate supports designed to minimize erosion and <br />
