Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 24 <br /> June 3, 2020 <br /> 3.9 Site Security (40 CFR 112.7(g)) <br /> The facility is completed fenced and gated by a 6-foot high chain link fence. In addition, <br /> the maintenance yard is also surrounded by a 6-foot high chain link fence. All gates are <br /> locked during non-operating hours. The dispensers are operated by an electronic card lock <br /> system which limits access to the dispenser island. Security lights are located throughout <br /> the yard which illuminates the aboveground storage tank to allow for the discovery of <br /> discharges and to deter acts of vandalism. <br /> 3.10 Personnel Training(40 CFR 112.70) <br /> Initial and yearly refresher training sessions will be provided to all employees. Training <br /> will include procedures and provisions discussed in this SPCC plan. Employees directly <br /> involved in handling petroleum products have received training in the proper <br /> implementation of the measures outlined within this plan. Quarterly safety meetings are <br /> held where spill prevention and spill response issues are discussed; employee's <br /> recommendations are encouraged. <br /> At a minimum,oil-handling employees will be trained in the operation and maintenance of <br /> equipment to prevent discharges; discharge procedure protocols; applicable pollution <br /> control laws, rules, and regulations; general facility operations; and the contents of this <br /> SPCC plan. Discharge prevention briefings are scheduled at least once a year for all oil- <br /> handling personnel to assure adequate understanding of this SPCC plan. Such briefings <br /> will highlight and describe known discharges or failures, malfunctioning components, and <br /> any recently developed precautionary measures. <br /> 3.11 Tank Truck Loading/Unloading Rack Requirements (40 CFR 112.7(h)) <br /> Brown Sand, Inc. does not operate a loading and/or unloading rack at the facility. Fuel <br /> stored in the gasoline and diesel tank is dispensed only for vehicle and equipment use. Any <br /> spill or release that may occur is handled in the manner described in the Discharge <br /> Response Plan, located in Section 4.0. <br /> 3.11.1 Loading/Unloading Procedures (40 CFR 112.7(h)(2) and(3)) <br /> All suppliers must meet the minimum requirements and regulations for tank truck <br /> loading/unloading established by the U.S. Department of Transportation. Brown <br /> Sand, Inc. ensures that the vender understands the site layout, knows the protocol <br /> for entering the facility and unloading product, and has the necessary equipment to <br /> respond to a discharge from the vehicle or fuel delivery hose. <br />
