Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 25 <br /> June 3, 2020 <br /> The maintenance supervisor or his/her designee supervises oil deliveries for all new <br /> suppliers, and periodically observes deliveries for existing approved suppliers. <br /> All loading and unloading of tank vehicles or fleet vehicles takes place only in the <br /> designated loading/unloading areas. <br /> Vehicle filling operations are performed by facility personnel trained in proper <br /> discharge prevention procedures. The truck driver or facility personnel must <br /> remain with the vehicle at all times while fuel is being transferred from the tank to <br /> the vehicle. Transfer operations are performed according to the minimum <br /> procedures outlined in the table below. <br /> Stage Task <br /> • Visually check all hoses for leaks and wet spots. <br /> Prior to • Verify that sufficient volume is available in the storage tank <br /> Loading/Unloading (check liquid gauges). <br /> • Secure the tank vehicle with wheel chocks and interlocks. <br /> • Ensure the vehicle's parking brakes are set. <br /> • Verify proper alignment of valves and proper functioning of the <br /> pumping system. <br /> • Establish adequate bonding/grounding prior to connecting to the <br /> fuel transfer point. <br /> • Driver must stay with the vehicle at all times during <br /> During loading/unloading activities. <br /> Loading/Unloading • Periodically inspect all systems,hoses and connections <br /> • When loading,keep internal and external valves on the receiving <br /> tank open along with the pressure relief valves. <br /> • When making a connection, shut off the vehicle engine. When <br /> transferring Class 3 material, shut off the vehicle unless it is used <br /> to operate the pump. <br /> • Maintain communication with the pumping and receiving station. <br /> • Monitor the liquid level in the receiving tank to prevent overflow. <br /> • Monitor flow meters to determine rate of flow. <br /> • When topping off the tank,reduce flow rate to prevent overflow. <br />
